Minutes

 

I.                    CALL TO ORDER:  Mayor Fred Waterman called the meeting to order at 6:00 P.M. and led the public in the Pledge of Allegiance and Moment of Silence.

 

II.                  ROLL CALL:  Present were:  Mayor Fred Waterman, Vice Mayor Michele Kern, Councilor Xavier Bedolla, Councilor Roy Delgado, Councilor Rick Monzon, Councilor Bill Conner, City Manager BJ Cornwall, Attorney Fredda Bisman, City Engineer Chris Young, Assistant Police Chief Ken Holmes, Fire Chief Scott Alvord, Finance Director Larry Price, City Clerk Edith Hoover.  Absent:  Tensi Reed.

 

III.                CONSENT AGENDA

 

Consideration and action approving Resolution No. R06-08-26, declaring and adopting the results of the Primary and Special Election held on September 12, 2006.

 

Consideration and action approving the El Mirage Police Employees Association (EMPEA) Memorandum of Understanding for FY 2006-2007 and FY 2007-2008.

 

Vice Mayor made a motion to approve both items on the Consent Agenda; seconded by Councilor Monzon.

IV.               MAYOR’S COMMENTS

 

The Mayor said that six miles of unimproved road have been sprayed with PF 10 (an oil and water mixture) to help control dust as well as four miles of shoulders.  The alley ways are the next areas to be sprayed with PF 10.

 

The Mayor said that the City of El Mirage is far ahead of other cities that are spraying roads with the PF 10 mixture and is very happy with the progress.

 

Mayor Fred Waterman acknowledged and thanked Councilor Roy Delgado’s hard work for obtaining grants for the City.

 

V.                 REGULAR AGENDA

 

Presentation of awards by Linda Kleiner to individuals who assisted with the TAG (Together Against Graffiti) Program over the last year.

 

Linda Kleiner thanked the Mayor, Council and City Manager BJ Cornwall for allowing her to speak regarding the one year anniversary of the TAG (Together Against Graffiti) program.

 

Linda Kleiner stated that the TAG program started by having people adopt a wall.  Eventually a camera was installed near Thunderbird.  After three weeks, nine people were caught.  After one year, there have been 38 arrests, nine people convicted and the City of El Mirage is 97% Graffiti free.

 

In January of 2006, the City of Surprise joined the efforts of the TAG program.  Eventually other cities joined including Youngtown, Sun City and Avondale.

 

Linda Kleiner presented awards to: Josh Yost, Maricopa County Attorney’s Office; Ken Holmes, El Mirage Police Department; Chris Tobak, City of Surprise; Rich Scheuh and Anthony Kern, El Mirage Code Enforcement; Jud Hebner, City of Surprise Code Enforcement; Sharon Antes, El Mirage Public Works; Channel 12; Mitchell Vantreas, Surprise Today; Jay Kleiner; David Kleiner; Alison Kleiner; Cynthia Rifkin; Laurie Greenstein, Corporate Sponsor; and, Walmart for the food provided for this celebration.

 

Linda also thanked Edith Hoover, Fredda Bisman and all the citizens that have helped.  In addition, Linda thanked Wal-mart for their support and donation of food. 

 

Consideration and action approving the appointment of Hugh Flisyn to the Planning and Zoning Commission.

 

The Mayor stated that Hugh Flisyn was a general contractor for 25 years.  He worked one year in the mortgage field and four years in sales and customer relations.  He was president of the PTA in his local town, President of the Fire Association and a School Board Member.

 

Councilor Delgado made a motion to approve the appointment of Hugh Flisyn; seconded by Councilor Conner.

Consideration and action on request by Mark Patton of Looker & Cappello Architects, agent for Barnett Management, for site plan approval for Burger King at the northeast corner of Olive Ave. & El Mirage Road.

 

Councilor Delgado asked when the construction of Burger King will start and finish.

 

Jeff Looker stated that they plan on construction as soon as possible.  Looker and Cappello Architects will have plans prepared sometime in October.  Once a permit is obtained, construction will start.

 

Vice Mayor Michele Kern made a motion to approve the site plan for Burger King; seconded by Councilor Bedolla.

VI.               COUNCIL SUMMARY OF CURRENT EVENTS

 

Councilor Xavier Bedolla said that there will be a meeting on October 3, 2006 at 5:00 P.M. at the El Mirage Elementary School regarding concerns about the School and bus system.

 

Councilor Bill Conner said that Officer Kevin Weeks of the Tempe Police Department was killed on duty.  Bill asked to keep him and all other men and women of our Police Department in our thoughts.

 

VII.             CITY MANAGER SUMMARY OF CURRENT EVENTS

 

City Manager BJ Cornwall stated that the temporary light signal at the intersection of Dysart and Thunderbird is still working and has been tweaked a few times to adjust to the traffic flow.  BJ said that the lights are not a solution but rather a stop gap for the congestion problem at the intersection.  The City is continually working on the problem.

 

BJ noted that he wanted to thank the El Mirage Police Department for arresting the drive by shooter who killed an El Mirage citizen.

 

Wal-mart is on schedule and is going well.

 

The demolition/construction of the new El Mirage Court building is on schedule and is going well.

 

BJ also wanted to thank the Board of the Police Department Union for help working on the Police MOU.

X.                 ADJOURNMENT
