Minutes

 

I.                    CALL TO ORDER:  Mayor Fred Waterman called the meeting to order at 6:00 P.M. and led the public in the Pledge of Allegiance and Moment of silence.

 

II.                  ROLL CALL:  Present were:  Mayor Fred Waterman, Vice Mayor Michele Kern, Councilmember Xavier Bedolla, Councilmember Roy Delgado, Councilmember Tensi Reed (by telephone), Councilmember William Conner, City Manager BJ Cornwall, Attorney Fredda Bisman, City Engineer Chris Young, Police Lt. Joe Rodriguez, Acting Fire Chief Tom Christmas, and City Clerk Edith Hoover.  Councilman Rick Monzon was excused.

 

III.                CONSENT AGENDA

 

Consideration and action approving Resolution No. R06-04-12, designating the election and purpose of election; designating the deadline for voter registration; and designating the place and the last date for candidates to file nomination papers.

 

Consideration and action approving  Resolution No. R06-04-14, supporting  $4.3 billion FY 2007 funding for the Community Development Block Grant Program.

 

Consideration and action regarding approval of a Proclamation from City Council of the City lf El Mirage proclaiming April as Fair Housing Month.

 

Councilman Delgado stated he would like to see the resolution for the support of CDBG to come to Council earlier next year.

 

Vice Mayor Kern made a motion to approve all items on the consent agenda with one motion; seconded by Councilman Delgado.

IV.               MAYOR’S COMMENTS

 

Mayor Waterman reported Regular Agenda Item A has been pulled from the agenda due to the illness of presenter Linda Kleiner’s daughter.

 

Mayor Waterman also reported he is very proud the City is doing well and he is proud of the dedication of the employees.

 

V.                 REGULAR AGENDA

 

Presentation of an update regarding the “Together Against Graffiti” (TAG) Committee by Linda Kleiner.

 

Mayor Waterman pulled this item from the agenda as referenced above.

 

Consideration and action regarding approval of two positions on the CDAC Committee.  A Primary Representative and an Alternate Representative are required.

 

Mayor Waterman reported Councilman Roy Delgado would like to retain the Primary Representative and Vice Mayor Michele Kern would like to retain the Alternate Representative position on the CDAC Committee.  The Mayor then asked if anyone else on Council would be interested in sitting on this committee.  No one responded.

 

Councilman Conner made the motion to appoint Councilman Roy Delgado as the Primary Representative and Vice Mayor Michele Kern as the Alternate Representative on the CDAC Committee, seconded by Councilman Bedolla.

VI.               COUNCIL SUMMARY OF CURRENT EVENTS

 

Vice Mayor Kern informed the public the Kingdom In The Valley Community Church is having a Cinco de Mayo Celebration on Saturday, May 6, 2006 at the El Mirage Elementary School from 12 Noon to 4:00 P.M.  The public is invited.

 

VII.             CITY MANAGER SUMMARY OF CURRENT EVENTS

 

City Manager BJ Cornwall reported Walmart’s contractors are so busy throughout the country with building construction they have gone out to bid.  The bids are due

 May 18th and will be awarded on May 26th.  This in no way changes their January 2007 opening date.

 

Regarding the Census, sixteen communities protested the results of the mid semester census and they are currently going door-to-door and taking into consideration the number of dwelling units and vacancy rate.

 

Good news for the Thunderbird and Dysart Roads intersection.  The Burlington Northern and Santa Fe Railroad have started the construction and they are on schedule.

 

VIII.           CALL TO THE PUBLIC

 

There were no responses from the public.

 

IX.               EXECUTIVE SESSION

 

There was no Executive Session.

 

X.                 ADJOURNMENT

 

Vice Mayor Kern made a motion to adjourn at 6:09 p.m.; seconded by Councilman Conner.
