REGULAR MEETING OF THE COMMON COUNCIL
OF THE CITY OF EL
EL MIRAGE ELEMENTARY SCHOOL
13500 N. El Mirage Rd.
6:00 P.M., Thursday, March 23, 2006
Mayor called the meeting to order
at 6:00p.m. then led the public in
the Pledge of Allegiance and Moment of Silence.
Present were: Mayor Fred Waterman, Vice Mayor Michele Kern,
Councilors Xavier Bedolla, Bill Conner, Roy Delgado and Rick Monzon, City
Manager BJ Cornwall, Attorney Fredda Bisman, City Engineer/Operations Director
Chris Young, Interim Police Chief Brian Beamish, and Deputy City Clerk Michelle
Absent were Councilor Tensi Reed,
Acting Fire Chief Tom Christmas (vacation), and City clerk Edith Hoover (ill)
Consideration and action approving the
second reading of Ordinance O06-02-04 amending the Zoning Ordinance Map and
rezoning property east of El Mirage Rd. and one-fourth mile south of Peoria
Ave. from I-1 Garden Industrial to I-2 General Industrial Zone.
Consideration and action regarding the award
of contract for Dietz Crane Arsenic Adsorption Treatment System (PW06-W01).
Consideration and action approving
Resolution R06-03-10 approving a Project Technical Assistance Grant Agreement
with the Water Infrastructure Finance Authority of Arizona (WIFA) for a Credit
Assessment of the City’s Financial and Operating conditions.
Councilor Delgado wanted to add
the word “well” in item 2 after “Dietz Crane” for clarification.
Councilor Delgado made a motion to
approve with the addition of the word “well”; seconded by Vice Mayor Kern.
VOTE: Yea: Bedolla, Conner, Delgado, Kern, Monzon,
Mayor attended the Sun City Elks
meeting on Tuesday where they presented our CAP Director, Lorenzo Aguirre, the
Distinguished Citizenship Award. It was
a surprise to Lorenzo and he deserves it.

City Manager BJ Cornwall
read a letter from Ben Lewis, President of the Rancho El Mirage HOA (see
attached) and thanked staff. The final
escrow has come through for PERC there will be more updates to follow. The numbers are still being worked for the
Census. Wal-Mart is planning a ground
breaking for the week of April 10th.
