Minutes

 

I.      CALL TO ORDER

Mayor called the meeting to order at 6:00p.m. then led the public in the Pledge of Allegiance and Moment of Silence.

 

II.      ROLL CALL

Present were: Mayor Fred Waterman, Vice Mayor Michele Kern, Councilors Xavier Bedolla, Roy Delgado, Rick Monzon and Tensi Reed, City Manager BJ Cornwall, City Engineer/Operations Director Chris Young, Interim Police Chief Brian Beamish, Acting Fire Chief Tom Christmas, City Clerk Edith Hoover

Absent was Attorney Fredda Bisman

 

III.      CONSENT AGENDA

1.   Consideration and action regarding the second reading of Ordinance O05-10-13, adopting the codification of that certain document titled “Chapter 10, Sanitation” of the City Code of the City of El Mirage.

 

2.      Consideration and action regarding the second reading of Ordinance O05-10-14, adopting the codification of that certain document titled “Chapter 13, Traffic-Motor Vehicles” of the City Code of the City of El Mirage.

 

3.      Consideration and action approving Resolution R05-11-29 declaring as a public record that certain document titled “Chapter 14, Water” of the City Code of the City of El Mirage.

 

4.      Consideration and action approving Ordinance O05-11-16, adopting the codification of that certain document titled “Chapter 14, Water” of the City Code of the City of El Mirage.

 

5.      Consideration and action approving Resolution R05-11-30 declaring as a public record that certain document titled “Chapter 17, Graffiti” of the City Code of the City of El Mirage.

 

6.      Consideration and action approving Ordinance O05-11-17, adopting the codification of that certain document titled “Chapter 17, Graffiti” of the City Code of the City of El Mirage.

 

7.      Consideration and action approving the minutes of the October 13 and 27 Council meetings.

 

8.      Consideration and action regarding the approval of acceptance of offer and contract award for project PW05-W05 (Canterbury Drive and Dietz Crane Water Production Facilities – Phase II)

 

9.      Consideration and action regarding compliance with City Code Article 3-1, Section 3-4-9 D to approve emergency payment to DIR Landscape Development, LLC in the amount of $11,950.00 to repair and upgrade infield and outfield at Gentry Park.

 

10. Consideration and action regarding the approval of the Grant Participant Agreement with Arizona State Parks for El Mirage Community Park.

 

11. Consideration and action regarding approval for the Police Department to purchase two new 2006 Ford Crown Victoria Police Vehicles form Five Star Ford for the AZ State approved vendor price of $49,320.56.

 

12. Consideration and action regarding approval of an Intergovernmental Agreement with Maricopa County Sheriff’s Department

 

Vice Mayor Kern made a motion to approve; seconded by Councilor Delgado.

IV.      MAYOR’S COMMENTS

The TAG program is getting a lot of publicity.  Channel 10 & 12 have done stories.

 

V.      REGULAR AGENDA

A.  Consideration and action regarding convening into public hearing to solicit citizen participation in the needs and priorities for funding under CDBG, HOME and other funding grants for fiscal year 2006/2007.

 

Leonard Rivera explained the process of applying for these grants.

No one from the public had commented.  Councilor Delgado asked Mr. Rivera if he had contacted CDAC to see how much money would be available for this next year.  He knew there was just a little over $3,000,000 for all the municipalities and our request was for a large portion of that.  He would like to see us scale back our project for this year to enable all the communities to receive something.

 

B.  Consideration and action regarding closing the public hearing to solicit citizen participation in the needs and priorities for funding under CDBG, HOME and other funding grants for fiscal year 2006/2007.

 

Councilor Delgado made a motion to close the public hearing; seconded by Councilor Bedolla.

C.  Consideration and action regarding changing the second Council meeting in November due to the Thanksgiving Holiday.

 

Council Delgado made a motion to change the second Council meeting to November 21; seconded by Councilor Reed.

VI.      ADJOURNMENT

Vice Mayor Kern made a motion to adjourn at 6:12p.m.; seconded by Councilor Bedolla.
