Minutes

 

I.      CALL TO ORDER

Mayor called the meeting to order at 6:00p.m. then led the public in the Pledge of Allegiance and Moment of Silence.

 

II.      ROLL CALL

Present were:  Mayor Fred Waterman, Vice Mayor Michele Kern, Council Members Xavier Bedolla and Rick Monzon, City Manager BJ Cornwall, Attorney Kelly Lewis, Interim Police Chief Brian Beamish, Fire Captain David Cleveland, City Clerk Edith Hoover

Excused were Councilors Roy Delgado and Tensi Reed, City Engineer/Operations Director Chris Young

 

III.      CONSENT AGENDA

1.   Consideration and action approving Council meeting minutes from September 8 and 29.

 

2.   Consideration and action approving Resolution R05-10-25, declaring as a public record that certain document titled “Chapter 5, City Court” of the City Code of the City of El Mirage.

 

3.   Consideration and action approving Ordinance O05-10-11, adopting the codification of that certain document titled “Chapter 5, City Court” of the City Code of the City of El Mirage.

 

4.   Consideration and action approving Resolution R05-10-26, declaring as a public record that certain document titled “Chapter 6, Animals” of the City Code of the City of El Mirage.

 

5.   Consideration and action approving Ordinance O05-10-12, adopting the codification of that certain document titled “Chapter 6, Animals” of the City Code of the City of El Mirage.

 

Vice Mayor Kern made a motion to approve the consent agenda; seconded by Councilor Monzon.

 

VOTE:            Yea: Bedolla, Kern, Monzon, Waterman

                        Nay:

                        Absent: Delgado, Reed

                        Motion: Carried

 

IV.      MAYOR’S COMMENTS

Mayor mentioned that Councilor Delgado’s Uncle passed away. They will be changing the procedure for filling the Council vacancy so that is why it has not been filled yet.

 

V.      REGULAR AGENDA

No Items were submitted for the Regular Agenda.

 

VI.      COUNCIL SUMMARY OF CURRENT EVENTS

Vice Mayor Kern welcomed Boy Scout Troop 86 to the meeting.  The Mayor also thanked them for attending.

 

VII.      CITY MANAGER SUMMARY OF CURRENT EVENTS

BJ explained that as of Wednesday 47% of the Census forms have been returned.  If we were to stop today, we would short the City about 20 million dollars.  It is imperative that we ask everyone we see to fill out the Census form if they have received it.  The City needs this money.  November 23 is the deadline date.  He handed out information about TAG (Together Against Graffiti) being led by Linda Kliner.  Since we brought in the new Code Enforcement Officer in March, 700 cases have been opened, 77 citations have been given, 2 blighted houses have been demolished and 4 more will go.  The home rehab program has completed 2 of the 7 homes.  Brian Beamish is the Interim Police Chief; he has 17 year experience with the Maricopa County Sheriff’s Department.  Ken Holmes is the Interim Deputy Police Chief, he has 14 years experience.  We are pleased to have you here, good things will happen.

 

Interim Police Chief Brian Beamish stated it was a pleasure and a privilege to be here.

 

VIII.      CALL TO THE PUBLIC

Linda Kliner 12314 127th Lane.  Thanked Mayor Waterman, BJ and the Code Enforcement Officers Rich and Anthony for all their help.  We have made great strides in a month.  The County Attorney’s Office plans to make El Mirage the shining example of how to get rid of graffiti.  We have 41 volunteers who have adopted walls & donated supplies.  We couldn’t do it without the support of the City.  If there is anyone else interested, please contact us.  Surprise and Tolleson plan to join us.

 

IX.      ADJOURNMENT

Vice Mayor Kern made a motion to adjourn at 6:12 p.m.; seconded by Councilor Monzon.
