REGULAR MEETING OF THE
OF THE CITY OF EL MIRAGE
EL MIRAGE ELEMENTARY

CALL TO ORDER
Mayor called the meeting to order at 6:00p.m. then led
the public in the Pledge of Allegiance and Moment of Silence.
Present were: Mayor Fred Waterman, Vice Mayor
Michele Kern, Councilmembers Xavier G. Bedolla, Roy Delgado, Rick Monzon, Tensi
Reed, City Manager BJ Cornwall, Attorney Fredda Bisman, City
Engineer/Operations Director Chris Young, Lt. Bill Seltzer, Acting Fire Chief Tom Christmas, City Clerk Edith Hoover
1. Consideration and action approving the second reading
of Ordinance O05-08-09 amending section 14-6-10 of
the El Mirage Zoning Ordinance to amend the definition of kiosk sign.
2. Consideration and action approving the renewal of an
Intergovernmental Agreement with Maricopa County for the Police department’s continued participation
in the Maricopa County Neighborhood Narcotics Team for FY 05/06. The City of El Mirage
matching fund requirement is $11,610.00.
3. Consideration and action approving a Special Event
Liquor License for Santa Teresita Catholic Church for the annual “Fiesta De La
Flores” to be held October 1st and 2nd.
4. Consideration and action approving meeting minutes
from the July 14, 28 and August 25th Council meetings.
Delgado made a motion to approve the consent agenda; seconded by Vice Mayor
Bedolla, Delgado, Kern, Monzon, Reed, Waterman
Due to all the calls regarding Public Transportation,
he has begun to meet with the head of the RPTA Metro about getting a bus line.
Mayor proposed that the existing bus route that runs down Grand begin to get off
Grand Ave at Thunderbird go North on Dysart to either Greenway or Grand Ave.
Surprise Mayor Joan Shaffer is supporting this effort. The process is that
they will come out and look at the proposed route; tell us how many stops we
would have and how much it would all cost. They also do a ride assessment to
see if they feel it is worth while to bring the bus in. The City is prepared
to pay to have the bus stops. Metro has not planned to have a bus route in El
Mirage till 2014.
A. Consideration and action approving Ordinance
O05-09-10 regarding the Floodplain Management to be adopted as an emergency.
Engineer/Operations Manager Chris Young explained this item. (Inaudible)
Delgado asked if we had to pass this on an emergency due to time constraints.
The answer is yes.
Mayor Kern made a motion to approve; seconded by Councilor Reed.
COUNCIL SUMMARY OF CURRENT
Vice Mayor Kern said don’t forget to vote and fill
out your Census. Councilor Delgado brought up that the League of Cities and
Towns conference is coming up and will conflict with the next Council meeting.
He thanked everyone involved when the President was here. Mayor announced that
they do plan to reschedule the September 22 Council meeting and will announce
the new meeting date when that is set. Councilor Monzon is working with a New Orleans
family through St. Vincent de Paul. He is also setting up a GED scholarship
program through St. Vincent de Paul.
CITY MANAGER SUMMARY OF
Hanson Pipe will do a ground breaking
in November. (Inaudible)

by Councilor Reed.
