Minutes

 

I.      CALL TO ORDER

Mayor called the meeting to order at 5:30p.m.

 

II.      ROLL CALL

Present were:  Mayor Fred Waterman, Vice Mayor Michele Kern, Councilmembers Xavier G. Bedolla, Roy Delgado, Rick Monzon, Kathleen White, City Manager BJ Cornwall, City Engineer/Operations Director Chris Young, Police Chief Dick Yost, Fire Chief Roy Levenda , Acting Finance Director Bob Dye, City Clerk Edith Hoover

Absent was: Councilor Reed (sick child) and Attorney Fredda Bisman

 

III.      CONSENT AGENDA

1.   Consideration and action regarding approval of the Area Agency on Aging Fiscal Year 2005-2006 Budget Proposal.

 

2.   Consideration and action regarding approval to award contract to PCL Constructors, Inc. for Phase 1 of the Canterbury well site construction consisting of a groundwater well only with a disinfection system that will pump directly into the City water distribution system.  This construction is needed to satisfy the requirement and commitment to Maricopa County Environmental Department to provide additional water production at the Canterbury well site by summer of 2005.

 

Councilor Delgado asked about the 10% written into the contract.  Answer was inaudible.  Vice Mayor Kern clarified that the contract does not include the 10% contingency Council is just authorizing it.

 

NOTE:  the contract is for a total amount of $536,540.00

 

Councilor Delgado made a motion to approve; seconded by Vice Mayor Kern.

 

VOTE:      Yea: Bedolla, Delgado, Kern, Monzon, Waterman, White

                  Nay:

                  Absent: Reed

                  Motion: Carried

 

IV.      SPECIAL AGENDA

A.   Consideration and action regarding Resolution No. R05-06-20, approving and adopting a tentative budget for Fiscal Year 2005-2006.

 

BJ Cornwall, City Manager is happy to say there will be no layoffs this year.  There is good and bad news with this budget:  Good news is no layoffs and it is a balanced budget.  Bad news is it is lacking some of the things we may want and need.  This could have been the worst year for us financially but thanks to rising home costs that is not the case.  BJ thanked everyone for this budget.

 

Bob Dye, Interim Finance Director gave a presentation of the budget (See Attached)

 

Councilor Delgado made a motion to approve; seconded by Councilor Monzon.

 

VOTE:      Yea: Bedolla, Delgado, Kern, Monzon, Waterman, White

                  Nay:

                  Absent: Reed

                  Motion: Carried

 

V.      ADJOURNMENT

 

Vice Mayor Kern made a motion to adjourn at 6:55p.m.; seconded by Councilor Bedolla.
