SPECIAL MEETING OF THE EL MIRAGE COMMON COUNCIL

EL MIRAGE ELEMENTARY SCHOOL

Minutes

 

 

I.            CALL TO ORDER – Mayor Fred Waterman called the meeting to order at 6:00 P.M.

 

II.            ROLL CALL – Present were Mayor Fred Waterman, Vice Mayor Michele Kern, Councilmember Roy Delgado, Councilmember Rick Monzon, Councilmember Kathleen White, City Manager BJ Cornwall, Attorney Fredda Bisman, Police Chief Dick Yost, Fire Chief Roy Levenda, Finance Director Diana Betancourt and City Clerk Edith Hoover.

 

III.            SPECIAL AGENDA

 

A.     Consideration and action to convene into Public Hearing.

 

BJ Cornwall, City Manager, reviewed the projections.  Development Fees are a one-time payment for services.  They must meet Rational Nexus.  The important thing is to get buy-in from the past, incremental expansion for the present and be plan-based for the future.   Utility fees are determined according to meter size.  Councilman Delgado asked questions on the meter sizes and asked what are the most common.  BJ reported the 2 and 4 inch are the most commonly used.  Motels would be 6 to 8 inch.  Councilman Delgado then asked if some of this money could be used for a bigger pump to go south.  BJ answered, “yes” bet we need to get businesses in to pay these fees.  Tischler and Associates recommends an update of the impact fees every three years unless we have something unusual happen, like an annexation.

 

Mayor Waterman requested any public comments.  No public comments were made.

 

Councilmember White made a motion to convene into Public Hearing; seconded by Councilmember Rich Monzon.

 

VOTE:      Yea:    Monzon, White, Bedolla, Delgado, Kern and Waterman

                  Nay:

                  Absent:           Reed

                  Motion;           Carried

 

A1.   Consideration and action to close the Public Hearing and Reconvene into Special Session.

 

Councilmember Delgado made a motion to close the Public Hearing Reconvene into Special Session; seconded by Councilmember White.

 

VOTE:            Yea:    Monzon, White, Bedolla, Delgado, Kern and Waterman

                  Nay:

                  Absent: Reed

                  Motion: Carried

 

IV.            EXECUTIVE SESSION

 

Discussion and consideration of performance of positions reporting to City Council, which includes City Manager, City Clerk, City Attorney, Police Chief and Fire Chief.  A.R.S. 38-431.03(A)(1).

 

Vice Mayor Kern made a motion to convene into Executive Session; seconded by Councilmember Monzon.

 

VOTE:      Yea:    Monzon, White, Bedolla, Kern, Delgado and Waterman

                  Nay:

Absent:           Reed

                  Motion:           Carried

 

Vice Mayor Kern made a motion to close the Executive Session and reconvene into Special Session; seconded by Councilmember Monzon.

 

VOTE:      Yea:    Monzon, White, Bedolla, Kern, Delgado and Waterman

                  Nay:

                  Absent:           Reed

                  Motion:           Carried

 

V.            ADJOURNMENT

 

Vice Mayor Kern made a motion to adjourn the Special Council Meeting at 7:35 P.M.; seconded by Councilmember Delgado.
