MINUTES

 

I.      CALL TO ORDER  Mayor called the meeting to order at 6:00p.m. and led the public in the Pledge of Allegiance and Moment of Silence.

 

II.      ROLL CALL  Present were: Mayor Fred Waterman, Vice Mayor Michele Kern, Councilmembers Xavier G. Bedolla, Rick Monzon, Tensi Reed, Kathleen White, City Manager BJ Cornwall, Attorney Fredda Bisman, Police Chief Dick Yost, Fire Chief Roy Levenda, Finance Director Diana Betancourt, City Clerk Edith Hoover

Absent was Councilor Roy Delgado

 

III.      CONSENT AGENDA

 

1.   Consideration and action regarding approval of ordinance O05-02-03 amending chapter 20 Nuisance of the City code.

Vice Mayor Kern made a motion to approve the consent agenda; seconded by Councilor Bedolla.

 

VOTE:            Yea: Bedolla, Kern, Monzon, Reed. Waterman, White

                        Nay:

                        Absent: Delgado

                        Motion: Carried

 

IV.      MAYOR’S COMMENTS: NONE

 

V.      REGULAR AGENDA

 

A.   Presentation by Mayor recognizing Sergeant Shawn Manos and Officer Jason Chambers for volunteering to assist as Acting Lieutenant and Acting Sergeant.

Chief Yost and Mayor presented plaques in appreciation for them stepping up and helping out.  They both did an excellent job.

 

B.  Consideration and action to approve the purchase of computer hardware and software not to exceed $12,000.  This purchase is necessary for implementing the City Hall Network System Management project.  This is a budgeted project in the FY 2004-2005 Information Technology Department budget.

Pat Timlin, IT Manager- wanted to let everyone the magnitude of the threat we face in the data system on a daily basis.  He described some of the viruses and the things they do right now and the fact you may not even know your computer is infected.  This project includes prevention, monitoring, how to fix it and how to recover.  Vice Mayor Kern says this is a modest price.  Pat explained he would like to do more but he put together something that we can afford and make work.  Vice Mayor Kern appreciates him being frugal.

 

Vice Mayor Kern made a motion to approve; seconded by Councilor Reed.

VI.      COUNCIL SUMMARY OF CURRENT EVENTS - NONE

 

VII.      CITY MANAGER SUMMARY OF CURRENT EVENTS

BJ Cornwall, City Manager.  We had our first US Census Training which went well and we should be one of the biggest benefactors of that Census.  We have contracted to have a warrant study at El Mirage and Cactus for the left turn signal.  We receive a number of complaints regarding Dysart and Thunderbird which is in the third phase of the bond issue and we are moving forward on that.  We are looking at a temporary solution.  Surprise has a 25% impact at that intersection and they are willing to sit down with us.  Monday night at 6p.m. we are having the first of our Public Hearings on the Impact Fees.  We are still meeting and progressing with PERC.  Road improvements on El Mirage are on schedule.  We will be presenting the results of the independent audit at the meeting on the 24th.  He introduced Jennifer Cutler, the new reporter for the Surprise Today.
