MINUTES

 

CALL TO ORDER:  Mayor Robert Robles called the meeting to order at 6:00 p.m.

 

ROLL CALL:  Present were:  Mayor Robert Robles, Vice Mayor Michele Kern, Council-members Bruce Baker, Xavier Bedolla, Roy Delgado, Kathleen White, City Manager BJ Cornwall, Attorney Fredda Bisman, Police Chief Dick Yost, Fire Chief Roy Levenda, Finance Director Diana Betancourt, and City Clerk Edith Hoover.  Absent:  Council-member Tensi Reed and Community Services Director Ramon Leon.

 

SPECIAL AGENDA:

 

Discussion of CAP

Councilmember Delgado reported he is meeting with the Town of Youngtown and will be going to Sun City.  There will be a letter going to Max Wilson to get towns and villages to participate.  He would like to have the program be self-sufficient for the $121,000.

 

City Manager Cornwall reported the 90-day allocation would be $9,905.  Council directed Mr. Cornwall to find the $9,905.

 

Council directed the Finance Director to add a third line for revenue under the CAP Program to hold funds acquired for the CAP Program.

 

Discussion regarding the FY2004-2005 Budget.

Councilmember Delgado stated employees last hired should be first fired.  He does not feel employees should be fired by title.  Would like the reassignment of employees who meet the requirements.

 

City Manager Cornwall reported contract building inspectors would be used ONLY as needed when the Building Department has a high level of traffic.

 

Council directed the City Manager to meet with the Youth Director to persuade him to stay in his position.

 

Mr. Cornwall explained the process regarding meeting with the department managers for reduction of their budgets.  Some were met with three times.  Smaller departments were met with two times.

 

Council directed Mr. Cornwall to retain the Recreation Aide and defer the Grants Writer.

 

Ms. Betancourt explained the format of the budget.  The possibility of a Fire District is another possibility in the future.

Councilmember White made a motion to adjourn at 7:23 p.m.; seconded by Councilmember Baker.
