Minutes

 

CALL TO ORDER  Mayor Waterman called the meeting to order at 6:00pm and led the Pledge of Allegiance and moment of silence.

 

ROLL CALL  Present were:  Mayor Fred Waterman, Vice Mayor Michele Kern, Councilmembers Roy Delgado, Rick Monzon, Tensi Reed, Kathleen White, City Manager BJ Cornwall, Attorney Fredda Bisman, City Engineer Chris Young, Police Chief Dick Yost, Fire Chief Roy Levenda, Finance Director Diana Betancourt, City Clerk Edith Hoover

Absent was:  Councilmember Xavier G. Bedolla

 

CONSENT AGENDA NONE

 

MAYOR’S COMMENTS There will be presentations and the public will have an opportunity to speak about the agenda item before the vote.

 

REGULAR AGENDA

 

Consideration and action regarding resolution R04-11-58 establishing an increase to water and wastewater rates, rate components, fees and service charges each year for the next five years and repealing all resolutions in conflict.

 

Diana Betancourt, Finance Director explained the background of this item.  The rate study was approved January 2004.  The study was created using the Capital Improvement Plan for 2005-2009 and that established that the City needs over 29 million dollars in water and sewer infrastructure improvements.  These projects are based on the 2004 Water Master Plan completed by Malcolm Pernie.  We have mandates from Federal, State and County agencies.  Ken Martin from Black & Veatch is present to answer questions.  Diana went through the figures (see attached)

Lee Ren Ray, member of Citizens Advisory Committee, a 15 member committee of citizens.  The committee has met many times and feel that the water rate increase is fair and inevitable.

 

Councilmember White made a motion to approve; seconded by Councilmember Monzon.

 

VOTE:            Yea: Delgado, Kern, Monzon, Waterman, White

Nay: Reed

                        Absent: Bedolla

                        Motion: Carried

CITY MANAGER SUMMARY OF CURRENT EVENTS  Olive Avenue is open.  The El Mirage and Surprise hazardous waste event is November 20th at the Surprise Aquatic Center

Councilmember White made a motion to adjourn at 6:17 p.m.; seconded by Vice Mayor Kern.
