CALL TO ORDER Mayor Waterman called the meeting to order at 6:00pm and led the pledge of Allegiance and moment of silence.

 

ROLL CALL Present were: Mayor Fred Waterman, Vice Mayor Michele Kern, Councilmembers Xavier G. Bedolla, Roy Delgado, Rick Monzon, Kathleen White, City Manager BJ Cornwall, Attorney Fredda Bisman, Fire Chief Roy Levenda, Finance Director Diana Betancourt, City Clerk Edith Hoover

Absent was:  Councilmember Tensi Reed & Police Chief Dick Yost

 

CONSENT AGENDA

Consideration and action regarding approval of minutes of July 29th, August 12th, August 23rd and September 1st 2004.

 

Consideration and action regarding approval of a Special Event Liquor License for Church Fiesta “De Colores”, requesting an escort for the parade on Sunday, October 3rd at 1:00 p.m. and street department to provide barricades to block off the streets for St. Teresita Catholic Church on October 2nd and 3rd, 2004.

 

Consideration and action regarding resolution R04-09-53 authorizing the submittal of a grant application to the Gila River Indian Community for grant funding to refurbish the Alto Street Well Site.

Councilmember Delgado made a motion to approve; seconded by Vice Mayor Kern.

Vice Mayor Kern made a motion to approve; seconded by Councilmember Delgado.

Presentation by County staff.  Consideration and action regarding the funding of the Community Action Program for FY 2004-2005.

Councilmember Delgado made a motion to approve the funding of the CAP program for the rest of the FY contingent on the money, not to exceed $30,732, come out of the current operating budget; seconded by Councilmember White.

Presentation by the Sun City Lion’s Recycling regarding the purchase of land for their new site.

Consideration and action regarding convening into Public Hearing for the purpose of hearing public comment regarding a new Series 10 Beer & Wine Liquor License for Edgar Omar Medina, El Vaquero Meat Market, Inc., 11926 W. Thunderbird Rd.

Vice Mayor Kern made a motion to approve; seconded by Councilmember Delgado.

Edith Hoover, City Clerk, spoke on the behalf of the police department in reporting that they did a background check and everything checked out perfectly.  Mayor asked for clarification that this is just a background check and not whether or not the use is needed.  Councilor Delgado feels we are over saturated with beer and liquor sales in this area.  He hopes that the Council will consider when enough is enough in the future.

 

Consideration and action regarding closing the Public Hearing and reconvening into Regular Session.

Councilmember Delgado made a motion to approve; seconded by Councilmember Bedolla.

Consideration and action regarding opening the Public Hearing for the purpose of hearing public comment regarding priorities for the El Mirage portion of the Maricopa County Consolidated Plan for 2005 to 2009.

Vice Mayor Kern made a motion to approve; seconded by Councilmember Delgado.

Regan Roach, Code Enforcement Officer spoke on behalf of Mark Smith, Sr. Planner. 

Using multiple sources such as surveys, they created the consolidated plan.  The purpose of this plan is to give us the ability to receive money from CDGB & the Home Programs.  We have to show the County what we plan to spend the money on.  Once a year we may modify this plan.  She went through some of the items on the list.  Councilor Delgado asked why filling the canal with water is on the list, he suggests maybe we could cover and beautify it.  Councilor Delgado asked why domestic violence issues weren’t higher on the list.  Regan explained that only one group could be listed as the high priority and based on the citizen input, that group is the elderly.

Consideration and action regarding adoption of propose projects and priorities for the El Mirage portion of the Maricopa County Consolidated Plan for 2005 to 2009.

Vice Mayor Kern made a motion to approve with the stipulation that the wording regarding the Grand Ave canal be changed; seconded by Councilmember Delgado.

Consideration and action regarding payment to Central Arizona Groundwater Replenishment District for the Annual Replenishment Tax Statement for 2003.
