Minutes

 

CALL TO ORDER: Mayor Robles called the meeting to order at 6pm. Council led the public in the Pledge of Allegiance and a moment of silence

 

ROLL CALL: Present were:  Mayor Robert Robles, Vice Mayor Michele Kern, Council members Bruce Baker, Xavier G. Bedolla, Roy Delgado, Tensi Reed, Kathleen White, Attorney Fredda Bisman, Police Chief Dick Yost, Fire Battalion Chief Tom Christmas, Community Services Director Ramon Leon, City Clerk Edith Hoover and Deputy City Clerk Michelle Szweda.

 

Excused were:  City Manager BJ Cornwall, Finance Director Diana Betancourt, and Fire Chief Roy Levenda.

 

Mayor explained that BJ Cornwall and Diana Betancourt were excuse because they are working on the budget.

 

MAYOR’S COMMENTS:

Two of the Governor’s aids came to meet with him, Vice Mayor Kern and BJ.  They spoke on behalf of the Council about what their needs are and what they are trying to do in El Mirage.  It was a good meeting.

 

CONSENT AGENDA:

 

Consideration and action regarding approval of the Special Council Meeting Minutes of 6/9/04.

 

Consideration and action regarding approval of a two year lease with Catholic Social Services for the “Cada Uno” building located at 14406 N. Alto St.

 

Consideration and action regarding approval of a one year lease with Rio Behavioral Heath Services of the current office contained within the El Mirage Community Services Center building located at 14010 N. El Mirage Rd.

 

Consideration and action regarding approval of FY 2003-2004 Year End Budget Transfers.

 

Councilmember Delgado made a motion to approve with the removal of item 4.  Vice Mayor Kern asked that she be allowed to try to explain this item.  She explained that she went to City Hall and asked many questions she then shared those questions and the answers she received.

Councilmember Delgado’s motion died for lack of second.

 

Vice Mayor Kern made a motion to approve all items listed on the consent agenda; seconded by Councilmember Reed.

REGULAR AGENDA:

 

Consideration and action regarding approval of Intergovernmental Agreement with Maricopa County STS for the provision of special transportation services to the residents of El Mirage.

 

Consideration and action regarding approval of Intergovernmental Agreement with Maricopa County Human Services for the provision of basic human services to the residents of the service area.

 

Vice Mayor Kern made a motion to table items A & B; seconded by Councilmember Reed.

                        Motion: Carried

 

Discussion regarding the status of City streets and proposition money approved by the voters with a calendar of construction starting dates.

 

Chris Young explained the challenges of these projects.  They discussed that the signs need to be changed & traffic counts.

 

Consideration and action regarding the appointment of Councilor Baker, Councilor Bedolla and Councilor White to the Planning and Zoning Review Committee.

 

Vice Mayor Kern made a motion to open the item for discussion; seconded by Councilmember Reed.  No discussion occurred.

Consideration and action regarding the institution of Work Study Sessions prior to Council meetings, as needed.  Work Study sessions will begin at 5:30 p.m and Regular Council meetings will begin at 6:00 p.m.

 

The Council had much debate about what a Work Study Session is, how long it should last and the procedure.  Michael Barvitz, Terry Brown, Marianne Del Debbio, Fred Waterman voiced their opinion on this item.

 

Councilmember Baker made a motion to approve; seconded by Councilmember Delgado.

 

VOTE:            Yea:    Baker, Reed, Bedolla, Delgado

Nay:    Robles, Kern, White

                        Motion: Carried

 

Consideration and action regarding the appointment of five individuals to the Public Safety Personnel Retirement System Local Board – Police Department.

 

Chief Yost explained that this is needed now to provide for benefits for a widow. 

Delgado asked if there were conflicts of interest with some of the proposed members and how long the term was.  Chief Yost did not know.  Diana Betancourt and Dora Miles put this together.

 

Councilmember Baker made a motion to approve; seconded by Councilmember White.

COUNCIL SUMMARY OF CURRENT EVENTS: Nothing

 

CITY MANAGER SUMMARY OF CURRENT EVENTS:

 

City Clerk Edith Hoover spoke on behalf of BJ.  There are three plans with cost estimates for the Regional Park and we should have those within 60 days.  We receive about 500 surveys which are being processed now.  There will be a West Nile Virus presentation at an upcoming Council meeting.

 

CALL TO THE PUBLIC:

 

Fred Waterman 11201 N El Mirage Rd.  Concerned that the upcoming rate increases will not be reflected in the budget.

 

Mayor announced that the meeting for 6/25 is canceled and there will be a meeting on Monday 6/28/04

 

PUBLIC ANNOUNCEMENTS: Nothing

 

EXECUTIVE SESSION: No session requested

Councilmember Baker made a motion to adjourn at 7:35pm; seconded by Councilmember White.
